== Background ==

The Republic of Macedonia in 1996 the new law on territorial organization organize local elections. The local elections in several municipalities in western Macedonia won candidates of the Democratic Party of Albanians.
Then mayor of Gostivar Rufi Osmani and mayor of Tetovo - Alajdin Demiri although the Constitution is forbidden to display flags of foreign countries in the Republic of Macedonia highlight the national flag of the Republic of Albania's municipal buildings. In those moments he started the war in Kosovo and the Macedonian public has developed a lot of debate about the government should intervene and take down the flags of another state before the municipal buildings in Gostivar and Tetovo. In cities ruled heated atmosphere of the announcement to members of the Macedonian parties that they will take down the Albanian flag, if the police do it, and there was a great danger to break out between large - ethnic armed conflicts.
Then Prime Minister Branko Crvenkovski under public pressure decides to conduct police action to remove the flags.
